The topic of my dissertation is “The cooperation of the local government with the territorial defense system of the Kingdom of Sweden - recommendations for building a model of collaboration between local government authorities and the Armed Forces of the Republic of Poland".

The problem of Polish local self-government in a multidimensional view has been described in detail by many people working on local self-government in Poland. However, when it comes to the issue of the security of local self-government in Poland, there is an important space for research on security and it has not been fully explored. It concerns the aspect of the interaction of local government with military structures, especially in the context of creating a territorial defence system in Poland. The question arises: what is the role of local government, in the case of conducting activities on the territory of the country by a potential adversary or in the form of organization of disinformation and other activities of a hybrid nature, to minimize the effects of hostile actions in relation to society?

The aim of the research is to develop and formulate an optimal model of interaction of territorial self-government units at the regional and district level with the reconstituted territorial component of the Polish Armed Forces, within the system of spatial common defence in wartime, which would be the answer to the security challenges of the 21st century in the sphere of state security.

The subject of research will be the analysis of the Swedish model of local and regional government functioning and cooperation with the military subsystem, in terms of tasks for the implementation of state security policy, as well as the variant implemented in the Polish legal order. The analytical process will include solutions concerning the sphere of crisis management and common defence in the face of a threat to state security. It will isolate all positive and negative mechanisms of cooperation influencing the successful implementation of general political-military assumptions and will synthesize optimal solutions to the Polish ground.

The planned doctoral dissertation will be developed on the basis of a thematically linked collection of published scientific articles, closely related to the dissertation plan, and legal acts and doctrinal documents.

To get an answer to the formulated research problem I formulated the following main hypothesis: limited decentralization of processes from the sphere of functioning, organization and management of the common defense of local areas to the local government of provincial and district level has an impact on the success of the new generation of war defense operations under conditions of a strong impact of systems intercepting sensitive data, leading to the isolation of key areas of the country.

Conducted research on the discussed issues will allow to extend the area of knowledge in the field of security policy at the local government level. In the future, self-government will be more and more often subjected to various security challenges, not necessarily related to the sphere of crisis management. Ultimately, the optimal solution would be to start legislative work on closer involvement of local self-government units in the state security system, especially in the construction of the territorial defence subsystem.
