The topic of my dissertation is: „The Impact of the 2006 United Nations Convention on the Rights of Persons with Disabilities on European Union Regulations”.

I am a PhD student in the discipline of law. My research interests focus primarily on human rights, with a particular emphasis on the rights of persons with disabilities, both in the international context and within the framework of European Union law.

Issues related to the United Nations Convention on the Rights of Persons with Disabilities (CRPD) and European Union (EU) regulations concerning people with disabilities are discussed primarily in foreign scholarship. This stems from the growing popularity of the interdisciplinary field of disability studies, along with the parallel development of the academic discipline known as disability law. In Poland, these issues are only beginning to gain the attention of social science scholars. The present dissertation aims to fill the research gap by analysing the impact of the CRPD on the formation of EU regulations in two dimensions - primarily in the context of guaranteeing the rights and freedoms of persons with disabilities, but also in relation to the functioning of the EU internal market. Such an approach allows for a broader understanding of the role of the Convention not only as an instrument protecting rights of people with disabilities, but also as one that integrates and shapes EU policies and economic regulations.

Therefore, the primary research objective of this doctoral dissertation is to analyse, in particular, the process through which the EU adopted and ratified a Convention established by another international organisation, to assess the progress made in implementing its provisions, and to determine the impact of the Convention on the development, application, and interpretation of EU law and other EU regulations. Regarding the practical objective, the dissertation aims to support the alignment of EU law and policies with the provisions of the CRPD.

From an academic perspective, this dissertation may contribute to the development of the national academic discourse in the field of disability law. It may also enhance practitioners’ knowledge - in particular that of lawyers, legislators, policymakers, and public officials - regarding the practical application of the Convention. Consequently, the expected outcomes of the dissertation may have not only significant importance for future research in this area but may also be used in formulating a number of legislative recommendations concerning disability for both EU and national institutions.
