FOREIGNERS WHO ARE NOT ELIGIBLE TO STUDY ON THE TERMS APPLICABLE TO POLISH CITIZENS DO NOT APPLY VIA THE ONLINE APPLICATION SYSTEM  

A foreigner is a person who does not have Polish citizenship. Persons who hold both Polish citizenship and the citizenships of other states are considered in the territory of the Republic of Poland to be Polish citizens.

 

Step by step application process

I. APPLICATION PROCEDURE OPTIONS

   1. For candidates who are eligible to study on the terms applicable to Polish citizens.

Foreigners may apply on the terms applicable to Polish citizens if they meet at least one of the following criteria:

  • have been granted a residence permit;
  • hold a valid refugee status granted in the Republic of Poland;
  • have been granted temporary protection in the territory of the Republic of Poland;
  • are migrant employees and citizens of a European Union (EU) member state, a Swiss Confederation (SC) member state or a European Free Trade Association (EFTA) member state (party to the European Economic Area Agreement (EEA)) or family members of such persons on the condition that such persons live in the territory of the Republic of Poland;
  • have been granted an EU long-term residence permit in the territory of the Republic of Poland;
  • have been granted a fixed-term residence permit in connection with the circumstances stipulated in Article 127, Article 159 Section 1, or Article 186 Section 1 Subsection 3 or 4 of the Act of Foreigners of 12 December 2013;
    (PLEASE NOTE: LEGAL BASIS IS GIVEN IN THE DECISION OF THE GOVERNOR ON ISSUANCE OF A FIXED-TERM RECIDENCE PERMIT)  
  • have been granted subsidiary protection in the territory of the Republic of Poland;
  • are citizens of an EU/EFTA member state (party to the EEA Agreement or the SC) or family members of such citizens, having the right of permanent residence;  
  • are citizens of an EU/SC/EFTA member state (party to the EEA Agreement) or family members of such citizens, having the resources necessary to cover the costs of studying and applying on the terms applicable to Polish citizens or
  • hold a valid Polish Citizen Card and apply on the terms applicable to Polish citizens.

Candidates who are eligible to study on the terms applicable to Polish citizens are subject to the same terms and conditions of application as those referring to candidates who are Polish citizens and applying for degree and postgraduate programmes and courses.

Below you will find detailed information on the entry requirements of particular programmes:    

   2. For candidates who are not eligible to study on the terms applicable to Polish citizens.

Foreigners may apply on different terms than those applicable to Polish citizens if they do not meet any of the following criteria:

  • hold a scholarship granted by Poland on the basis of international agreements and a decision of the Minister of Science and Higher Education,
  • may study without tuition fee and scholarship on the basis of international agreements and in compliance with the terms therein,
  • may study on a fee-paying basis upon a decision of the Vice-rector for Studies and Student Affairs,
  • hold a scholarship granted by the sending part and may study without tuition fee on the basis of international agreements,
  • hold a scholarship granted by the university.

 II. REQUIRED DOCUMENTS

The following documents are required for admission consideration:

  1. Letter of application and registration form for foreign applicants.
  2. Doctor’s certificate stating that the holder can pursue the programme and form of study of his/her choice.
  3. Copy of school-leaving examination certificate or diploma of higher education (with diploma supplement) issued in the Republic of Poland and authenticated by the University of Rzeszów or a document issued abroad entitling the holder to pursue studies on the basis of international agreements, legal articles or in accordance with the provisions on recognition of certificates and diplomas awarded abroad. Each certificate and diploma awarded abroad (except for International Baccalaureate Diploma and European Baccalaureate Diploma) must be legalized or with an Apostille.

  • School leaving examination certificates (secondary school leaving examination certificates) issued abroad which may be considered to be    equivalent to school leaving examination certificates issued in Poland:

    • Certificates and other documents issued by schools or educational institutions operating in the educational systems of European Union (EU) member states, Organization for Economic Co-operation and Development (OECD) member states, European Free Trade Association (EFTA) member states – party to the European Economic Area Agreement (EEA) entitling the holder to apply for studies in these states. This applies to school leaving examination certificates issued in the following states: Australia, Austria, Belgium, Bulgaria, Canada, Chile, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Great Britain, Greece, Hungary, Ireland, Island, Israel, Italy, Japan, Korea, Latvia, Lichtenstein, Lithuania, Luxembourg, Malta, Mexico, Netherlands, New Zealand, Norway, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, USA;

    • International Baccalaureate Diplomas issued by the International Baccalaureate Organization in Geneva;
    • European Baccalaureate Diplomas issued by the European Schools in accordance with the Convention defining the Statute of the European Schools drawn up in Luxembourg on 21 June 1994 (Journal of Laws 2005, No. 3, item 10);
    • Certificates issued in accordance with international agreements (for the list of agreements, please visit www.nauka.gov.pl).

    In the event of non-compliance with any of the conditions listed above, school leaving examination certificates issued abroad may be considered to be equivalent to school leaving examination certificates issued in Poland by a decision of a regional board of education having jurisdiction over the candidate’s place of residence, or in case the candidate does not have such a place of residence, a regional board of education having jurisdiction over the registered office of the institution where the candidate applies for admission.   • Diploma of higher education issued abroad may be recognized:
  • if the diploma entitles the holder to pursue master or doctoral degree programmes in the country in whose higher education system the institution issuing the diploma operates (recognition of diploma in accordance with Article 191 Section 3 and 4 of Higher Education Act)
  • on the basis of international agreements. For the list of and detailed information on international agreements concluded by the Republic of Poland, please visit www.nauka.gov.pl.
  • in accordance with the provisions on recognition of certificates and diplomas awarded abroad. Diplomas are recognized by boards of organizational units of higher education institutions authorized to confer an academic degree of a doktor (doctor) in a given field of science or in a given field of art providing education in an area corresponding to a field of study completed abroad.

PLEASE NOTE: Holders of diplomas of higher education issued abroad may apply for a personal certificate or request information/opinion on the documents submitted for consideration in the application process at the Ministry of Science and Higher Education.

  1. Document proving the candidate’s command of Polish or another foreign language:

    a. Certificate of completion of a one-year preparatory course for candidates applying for studies in Polish granted by institutions designated by the Ministry of Science and Higher Education, or
    b. Certificate in Polish as a foreign language issued by the State Commission for the Certification of Proficiency in Polish as a Foreign Language, or  
    c. Document confirming that the candidate’s command of Polish is sufficient for undertaking studies in Polish issued by the University of Rzeszów.

The candidate’s command of English may be confirmed by the document listed in Annex 2 to the Prime Ministerial Decree of 24 January 2007 on the manner of conducting recruitment and selection process in civil service.
The candidate’s command of a foreign language may also be confirmed by certificates, diplomas and other documents which are considered to be equivalent to school leaving examination certificates and which prove graduation from a secondary school (an institution of higher education) abroad where the language of instruction was the same as the language of the candidate’s studies in Poland.

  1. Insurance policy providing for coverage against illness or accident during the period of stay in Poland or the European Health Insurance Card or a declaration confirming that the student has become a member of the Polish Health Fund immediately after the commencement of study.
  2. Photocopy of passport authenticated by the University of Rzeszów (page with photo and passport number);
  3. Copy of valid visa or Polish Citizen Card or any other document confirming the holder’s right to stay in the territory of the Republic of Poland authenticated by the University of Rzeszów;
  4. 3 recent photographs (1 in electronic form) which meet the requirements applicable in the case of Polish ID cards;
  5. Letter of attorney authorizing an individual to represent the candidate;
  6. Translation of documents issued in a foreign language made by a certified Polish translator or a foreign translator and authenticated by the Consul of the Republic of Poland residing in the country in which the document has been issued;
  7. Foreigners applying on the terms applicable to Polish citizens are also required to submit:
  • Photocopy of document confirming the candidate’s right to pursue studies on the terms applicable to Polish citizens (e.g. Polish Citizen Card, residence card, a decision by the competent authority) authenticated by the University of Rzeszów;
  • Statement of the candidate undertaking or the student continuing full-time studies;
  • Documents listed in the Specific Section of the Senate Resolution (e.g. course of studies report, excerpt from course of studies report, works of art, etc.);
  • Proof of payment of the registration fee (foreigners applying on the terms applicable to Polish citizens are required to pay the registration fee in the amount specified by the Rector of the University of Rzeszów);

 

III. DOCUMENT SUBMISSION

Documents should be submitted to:Department of Education; Rzeszów, al. Mjr W. Kopisto 2 A, Rzeszów, Building A2, Floor 1, Room 103

Deadlines for submitting documents: 

  1. Foreign candidates applying for studies or a course pursuant to the principles applicable to Polish citizens are obliged to submit to the Department of Education a set of documents required in the admission process, not later than 7 days prior to the end of the electronic registration of candidates with Polish citizenship, determined in accordance with the schedule of admission for a given  programme (field of doctoral studies, postgraduate studies, a course).

  2. In case of candidates applying for studies on the basis of international agreements and a decision of the Minister of Science and Higher Education – September 10;
  3. In case of candidates applying on a fee-paying basis for studies or courses upon a decision of the Rector of the University of Rzeszów – September 10.
